To be rated as qualified for this position, the HR office must be able to determine that you meet the specialized experience requirements. This information must be clearly supported in your resume. Applicants must meet one of the following to qualify for the GS-11 grade level: One year of specialized experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position advertised. To be creditable, the required specialized experience must be equivalent to at least the GS-9 grade level in the Federal civil service. Examples of qualifying experience: Applying appropriate methods and procedures in administering employee-based programs (i.e., DEIA programs/initiatives, employee relations/engagement or incentive programs, etc.); gathering and analyzing relevant data to identify and remedy barriers to equal employment opportunities; conducting organizational reviews and/or workforce analyses to identify and address agency policies or practices that may have disparate impacts on protected employees. This definition of specialized experience is typical of work performed at the next lower grade level in the Federal civil service (GS-9). **OR applicants may qualify through successful completion of 3 years of progressively higher-level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent). **OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. Applicants must meet the following to qualify for the GS-12 grade level: One year of specialized experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the advertised position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 grade level in the Federal civil service. Examples of qualifying experience: Providing sound guidance to employees and management officials on a variety of Equal Employment Opportunity (EEO) programs, procedures, and resources to ensure compliance with applicable laws, regulations, and policies; conducting EEO training for individuals and groups across an organization; planning, directing, and implementing special emphasis programs. This definition of specialized experience is typical of work performed at the next lower grade level in the Federal civil service (GS-11). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
