BASIC REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. To meet this requirement, you must demonstrate proficiency in each of the four competencies listed above as follows: GS-09/11 Intermediate – You are able to successfully complete tasks in each competency as requested. Help from an expert may be required from time to time, but you can usually perform each competency independently. Focus is on applying and enhancing knowledge or skill; You have applied each of these competencies to situations occasionally while needing minimal guidance to perform successfully; You understand and can discuss the application and implications of changes to processes, policies, and procedures in this area. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-09: A qualified candidate must possess at least one full year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position is defined as experience 1) assisting in recommending policies, procedures, and strategies that ensure optimization and integration in the installation, configuration, and maintenance of the operating environment; 2) assisting in network and System Monitoring, Resolution, and Coordination Responsibilities, including troubleshooting and mitigation of those systems utilizing documented procedural controls; 3) assisting in recommending actions to management to avert future challenges to the integrity and availability of the Control Center Systems and equipment. You may substitute education for specialized experience as follows: Master’s or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree. Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school’s definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. GS-11: A qualified candidate must possess at least one full year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as experience 1) recommending policies, procedures, and strategies that ensure optimization and integration in the installation, configuration, and maintenance of the operating environment; 2) performing Network and System Monitoring, Resolution, and Coordination Responsibilities, including troubleshooting and mitigation of those systems utilizing documented procedural controls; 3) recommending actions to management to avert future challenges to the integrity and availability of the Control Center Systems and equipment. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
These positions are located with Bonneville Power Administration in Operational Monitoring, Analysis & Process (JOM) organization of Operational Services (JO), Information Technology (J). A successful candidate in the IT Specialist position will serve as an IT specialist performing duties associated with the Customer Support (CUSTSPT), Operating Systems (OS), and Network Services (NETWORK) IT specialty areas.
