TRAFFIC MANAGEMENT SPECIALIST (TITLE 5)

AREA OF CONSIDERATION: This position is in the Exceptive Service “under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)” and is open to on board (Tenure 1, 2 and 3) Federal employees/technicians (T32 and T5) within the agency. Tenure can be in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. SPECIALIZED EXPERIENCE – GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
