Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. NOTE: A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expertise guidance in developing Architect/Engineer (AE) and construction Indefinite Delivery/Indefinite Quantity contracts (IDIQ) and Multiple Award Construction Contracts (MACCs in developing stand-alone contract actions for AE or Construction services; 2) Developing project scope, schedule, design cost estimates, construction cost estimates, development of planning/ design/ construction contract acquisition strategies, scope development, oversight, and other required services; 3) Preparing all contracting tools required for the planning, design, and construction programs, including Post Contract Award Services (PCAS), in the respective AOR; and 4) Serving as a technical advisor developing, reviewing, commenting, and providing guidance on command publications, criteria, policies and processes. You will serve as a SENIOR ENGINEER/ARCHITECT in the PLANNING, DESIGN & CONSTRUCTION DIRECTORATE of NAVAL FACILITIES ENG COMMAND HAWAII.
