Regulations Specialist (Agency Employees Only)

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: 1. Ability to learn and apply legislation, regulations, policies, and procedures applicable to the NRC rulemaking program. 2. Ability to communicate information, ideas and advice in a clear, concise and logical manner, both orally and in writing, to internal and external stakeholders of Federal agency, corporation, or other large organization. 3. Analytical ability sufficient to plan, organize and perform a variety of program and project management functions and activities involving competing priorities and deadlines. 4. Demonstrated ability to establish effective work relationships with individuals at all levels, both within and outside the parent organization, to achieve cooperation and consensus among parties with different views, goals and objectives and engaged in joint or parallel efforts. Specialized experience is defined as: GG-9: at least one year of specialized experience equivalent to the GG-7 grade level. Specialized experience at this level is defined as experience that demonstrates the ability to learn how to draft policies and/or regulations and reports and provide general guidance for varying and often competing interests in the interpretation of policies and Federal statutes. GG-11: at least one year of specialized experience equivalent to the GG-9 grade level. Specialized experience at this level is defined as experience that demonstrates general knowledge and experience drafting policies and/or regulations and reports and providing general guidance for varying and often competing interests in the interpretation of policies and Federal statutes. GG-12: at least one year of specialized experience equivalent to the GG-11 grade level. Specialized experience at this level is defined as specific experience that demonstrates knowledge and experience drafting policies and/or regulations and reports and providing general guidance for varying and often competing interests in the interpretation of policies and Federal statutes.
This position is located in the Office of Nuclear Material Safety and Safeguards, Division of Rulemaking, Environmental and Financial Support, Reactor Rulemaking and Project Management Branch. The supervisor is Ilka Berrios. This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208 This position IS not subject to Confidential Financial Disclosure reporting requirements. This position IS not subject to security ownership restriction reporting requirements
