You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience leading software planning, requirements, risk management, design, development, architecture, modeling, estimation, configuration management, quality, security and tests using software development methodologies, architectural structures, viewpoints, styles, design decisions and frameworks across all life cycle phases. Advanced experience leading and directing application and software systems testing and evaluation. Applies advanced knowledge of system and application security threats and vulnerabilities (e.g., buffer overflow, mobile code, cross-site scripting, Procedural Language/Structured Query Language [PL/SQL] and injections, race conditions, covert channel, replay, return-oriented attacks, malicious code). Experience leading implementation strategies for system development and analysis, operational logistics, project funding/budgeting, project cost, schedule, and performance management. Specifically you will be evaluated on the following competencies: 1. Planning & Evaluating – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 2. Project Management – Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. 3. Software Engineering – Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software re-usability; and software reliability metrics. 4. Systems Integration – Knowledge of principles, methods, and procedures for installing, integrating, and optimizing information systems components. 5. Information Technology Development – The study, design, development, application, implementation, support or management of computer-based information systems.
