EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). GS-9: In addition to the specialized experience at the lower level, I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-07 level in the Federal Service (obtained in either the public or private sector). Specialized experience consists of responding to technical inquiries and explaining Realty services and processes; prepares in draft realty transactions of moderate difficulty for review and approval; prepares and publishes advertisements of tracts for leases or contracts; maintains and retrieves information from automated systems; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance. OR EDUCATION: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); OR LL.B. or J.D., if related to this position. GS-7: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-05 level in the Federal Service (obtained in either the public or private sector). Specialized experience consists of preparing in draft routine realty transactions for review and approval; prepared advertisements of tracts for leases or contracts for review; wrote land descriptions for use in transactions; performed quality assurance on detail transaction data, i.e., contracts and easements; completed records for compliance with established record management guidelines; assisted in maintaining and retrieving information from automated data systems and official systems of record. OR EDUCATION: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent); OR Superior Academic Achievement (SAA) – see definition of below. GS-5: I have 3 years of general experience (progressively responsible experience), 1 year of which was equivalent to at least GS-4 grade level, that demonstrates the ability to: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. (Your resume must support this experience). OR EDUCATION: 4 year course of study leading to a bachelor’s degree in an accredited college or university. (One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours). GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society – membership in a freshman honor society cannot be used to meet the requirements of this provision. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
