The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Utilizing Program/project management, strategic planning, workforce planning, programmatic internal controls, analytics, and reporting tools. Utilizing advanced knowledge of Section 508 and related accessibility laws, regulations and standards and related agency policies and procedures. Utilizing In-depth knowledge of information and communications technology business and procurement processes to support the needs of individuals with disabilities. Testing and evaluating user interfaces against Section 508 accessibility requirements and consult on technical implementations of digital accessibility requirements in client systems. Specifically you will be evaluated on the following competencies: 1. IT Program Management – Knowledge of the principles, methods, and tools for the coordinated management of an information technology (IT) program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). 2. IT Program Management – Execute an information technology project from initiation to sustainment to fulfill established requirements that meet specified business missions. 3. IT Life Cycle Management – Plan, develop and/or manage processes across the information systems/services life cycle to ensure information technology capabilities meet current and future organizational and enterprise missions. 4. Information Technology Policy and Planning – Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance. 5. Information Technology Test and Evaluation – Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.
The incumbent serves as the 508 Compliance and Accessibility Program Manager for DCSA in accordance with Section 508 Program Manager. This includes accessibility related matters and management of the program for a population of 13K+ personnel, civilian, military and contractors geographically assigned across DCSAs regional footprint. s and multiple Contract. This position requires experience with testing and evaluating user interfaces against Section 508 accessibility requirements.
