WHO CAN APPLY: GROUP I – All qualified Male/Female Enlisted Personnel (E6/SSG – E9/MSG) OR a Warrant Officer (W1/WO1 – W3/CW3) currently employed (permanent) in the Virginia Army National Guard Military Technician Program. GROUP II – All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E6/SSG – E9/MSG) OR a Warrant Officer (W1/WO1 – W3/CW3), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period. Military Grades: Enlisted Personnel (E6/SSG – E9/MSG) OR a Warrant Officer (W1/WO1 – W3/CW3) GENERAL EXPERIENCE: Applicant must have experience, education, or training which has provided knowledge of the basic principles of wireless communications (i.e. high and low radio transmission frequencies) and working knowledge of the concepts used to administer the communications security (COMSEC) program, and the methodology used to manage the radio frequencies program. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, education, or training equivalent to at least the GS-08 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Must have practical knowledge of standardized telecommunications equipment, services, processes or established variations to review existing contractual relationship for equipment and services, program requirements that meets compatibility with other radio systems, protocol requirements, and transmission security protection. Must have experience handling problems and deviations in accordance with agency standards, previous training, established practices, or system controls as appropriate in the assignment or specialty area. Skilled in interpreting and evaluating processes related to the COMSEC program, management of radio frequencies program, and the Military Affiliated Radio Systems (MARS). Must have experience with COMSEC, radio systems, radio frequencies acquisition programs or other related work that is connected with acquisition, operations, technical acceptance, installation, testing, modification and replacement of various equipment.
