INDIVIDUAL OCCUPATION REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Education Applicants must possess a bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of your transcripts for review, otherwise you will receive an ineligible rating. SPECIALIZED EXPERIENCE To qualify at the GS-13 level, you must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-12) or public/private sector equivalent experience. For this position, specialized experience is defined as: Expert knowledge, skills and techniques gained from professional training in a health science or allied scientific field. Expert knowledge of program management and oversight principles, practice and procedures in order to provide expertise in trauma informed care and child welfare programming within the immigration context. Expert knowledge and skill in planning, organizing, oversight and executing various functions in support of the Organizations delivery of operational child welfare services. Experience of and skill in applying concepts, principles, and methodologies of children and family related health, welfare, and community services planning, including those related to immigration and mass migration events. Professional knowledge of health science and expertise in trauma informed care, immigration, child wellbeing (CWB), vulnerable populations, health and/or other related areas to perform short- and long-term planning, implementation, oversight, monitoring, process improvement, analysis, and evaluation of the CWB Program. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment (“position occupied” block 34 on the SF-50 should show a “1”), tenure group (block 24 should show a 1 or 2), grade, and salary. This position is located in the U.S. Department of Homeland Security Headquarters (DHS/HQ), Office of Health Security (OHS). OHS is the principal medical, workforce health and safety, and public health authority for DHS. The DHS Child Well-Being (CWB) Program, located within the OHS Healthcare Systems and Oversight Directorate (HCSOD) Border Health Division (BHD), is comprised of an interdisciplinary cohort of professionals who work to address CWB needs across the immigration system
