Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: FRONT LINE MANAGER BASIC REQUIREMENTS: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. AND Requirements for Field Management Cadre (FMC) Program: Employees must have at least a fully successful rating on their current annual appraisal in order to compete for the Cadre. Cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the five-year membership. Management may remove an employee from the cadre for the following behavior, which includes but is not limited to: Declination of an assignment that is unjustified (outside of leave/other assignments); Ineffective performance; Unacceptable rating in their managerial position; Inappropriate conduct. If you are the subject of a disciplinary and/or adverse action or impending disciplinary and/or adverse action while serving you will be removed from the cadre for a period of not less than three (3) years. Applicants should have a completed Leadership Succession Review (LSR). While in this cadre, if the applicant becomes eligible for a higher grade, they may have the opportunity to receive a temporary promotion to the higher grade without further competition. The cadre participants will partake in development activities in their home position unless serving on a temporary management assignment. Applicants will be evaluated on the following technical competencies: Compliance, Workload Processing and Problem Solving. AND SPECIALIZED EXPERIENCE IR-06: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition, experience should be sufficient to demonstrate: experience that demonstrated knowledge of the Internal Revenue Code and related enforcement and collection regulations and procedures. Experience may have been gained in work such as: collecting delinquent Federal taxes and securing delinquent returns; conducting investigations of alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecutions and civil penalties; performing internal audit, administrative, or management duties directly related to the collection of Federal taxes; furnishing taxpayer assistance and information to the general public or determining, redetermining, or advising of liability for Federal taxes where the applicant was required to apply a comprehensive knowledge of the Internal Revenue Code and related regulations and procedures pertaining to income, estate, gift, employment, or excise taxes.
