You may qualify at the GS , if you GS-9-12 fulfill the following qualifications: GS-09 A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below: Provides input to supervisor on program cost analysis in support of annual/multi-year program planning. Provides recommendations for cost comparison/benefit studies of current or projected programs. Provides recommendations for lifecycle cost analysis of projects. – Provides input to studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency. GS-11 One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below: Provides input to supervisor on program cost analysis in support of annual/multi-year program planning. Provides recommendations for cost comparison/benefit studies of current or projected programs. Provides recommendations for lifecycle cost analysis of projects. Provides input to studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency. GS-12 One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Provides updates to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning and/or commercial issues. Directs/conducts cost comparison/benefit studies of current or projected programs. Develops lifecycle cost analysis of projects. Conducts studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency programs and the attainment of agency program goals and objectives. Leads support for planning, development, and implementation of improvements in information technology services, capabilities, and data standards. Plans and synchronizes IT program resources for requirements and tracks execution to report to stakeholders Provides input to supervisor on program cost analysis in support of annual/multi-year program planning. Provides recommendations for cost comparison/benefit studies of current or projected programs. Provides recommendations for lifecycle cost analysis of projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-09: master’s degree or equivalent graduate degreeor2 full years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree GS-11: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. GS-12: Education substitution may not be used in lieu of specialized experience. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-09 or GS-11 and may be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09 or GS-11 .For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
This position is part of the Defense Human Resources Activity, Defense Manpower Data Center. The incumbent will be responsible for The Field Activity reports to the USO (P&R) through the Deputy under Secretary of Defense (Program Integration). The mission of DMDC is to be the DoD enterprise human resource information source, providing secure services and solutions to support the Departments mission.
