Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:Experience in professional accounting and information technology (IT) auditing necessary to conduct broad audit assignments requiring an integrated analysis and evaluation of accounting and information systems and controls Experience in assessing IT program efficiency, effectiveness, and compliance with program laws, regulations, and other relevant provisions. Experience using professional IT auditing and accounting concepts, principles, and techniques. Experience working with agency programs and operations in order to develop and disseminate expert guidance on audit approach and techniques for many various programs within the IT audit arena. Experience applying new developments in IT audit concepts and techniques to identify problems, gather information, and write reports. Experience working with audit managers and program officials to identify problem areas and develop solutions. Experience with internal management, administrative and information systems controls and the ability to analyze their efficiency and effectiveness and make recommendations for improvement. Experience using project management skills to manage audit resources on audits and projects. Experience conducting audits and the ability to develop or modify methods and techniques to resolve auditing problems. Experience with and applying problem-solving techniques and is able to prioritize ideas and focus on important issues. Experience with advanced knowledge of computer software, computer files and systems, and computer audit techniques. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
