Condition of Employment continue This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-4749 MAINTENANCE MECHANIC (LEADER) more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of Collective Protection Systems, Environmental Management Controls Systems and heating, ventilation, air conditioning and refrigeration operations, capabilities, and synchronization of multifaceted operating controls to meet mechanical and electrical design specifications for producing a toxic-free environment in support of wartime chemical attack. 2. Knowledge of the operations, capabilities, and limitations of complex electric, electronic and electromagnetic systems complicated by a variety of multi-component assemblies and devices; knowledge of electric, electronic and electromagnetic theory and circuits and basic logic circuits for power, timing, and motion controls, indicating and counting mechanisms, and similar devices; knowledge of electrical, mechanical, pressure and environmental controls system. Knowledge of safety regulations, practices, and procedures; and regulations, procedures, and policies related to records maintenance and documentation. 3. Comprehensive knowledge of the principles and theories of collective protection systems, environmental management control systems heating, ventilation, air conditioning and refrigeration equipment. Properties of refrigerants; mechanical, electrical, electronic, and electromechanical principles to inspect, install, test, and maintain. Repair steam and hydronic boilers and associated auxiliary control equipment. 4. Ability to test, calibrate, troubleshoot, overhaul, repair, and install complete operational controls systems. Ability to read and interpret a variety of technical data, such as schematics, diagrams, and technical orders relating to the electronics trade. 5. Skill in dismantling, repairing, and reassembling pumps, impellers, compressors, chillers, receivers, and evaporators to include balancing, aligning, and maintaining turbines, pumps, generators, and ash shredding equipment and preheaters; troubleshooting complex problems on large projects; and applying prescribed test procedures. Skill in the use of hand tools, power tools, and a variety of test equipment. 6. Ability to lead, plan and organize work assignments to include determining resources required for accomplishing the mission. Physical Effort The employee lifts, carries, and handles equipment up to 70 pounds unassisted and over 70 pounds with assistance. Works from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required. Working Conditions The employee works indoors and outdoors, on elevated structures, and in cramped areas. Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to chemicals, heat, steam, noise, noxious gases, fumes, or acids. Occasionally works outside, on top of buildings, in drafty attic spaces, and in cramped areas with low overheads. Subject to possible burns, electrical shocks, cuts, strains, bruises, and chemical irritations. To reduce dangers from these and other similar conditions, follows prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes, respirators, hard hats, and fire retardant gloves. Wear protective clothing, gear, facemasks, gowns, coats, boots, goggles, gloves, or shields and receive training to participate in war readiness exercises and real-world contingencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is to exercise duties as working leader in accomplishing the installation, maintenance, repair, modifications, upgrades, and certifications on Collective Protection Systems (CPS) equipment that produces a toxic-free indoor environment while under chemical, biological, and or radiological substance wartime attacks.
