To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1. Providing advice on various award categories to assure optimum utilization of various awards. 2. Overseeing the processing and completion of Length of Service and Retirement Certificates. 3. Conducting training on civilian award programs to Human Resources Specialist and Supervisors. 4. Preparing guidance and operating procedures pertaining to civilian awards. 5. Devise process improvements to assist with improving award distributions. Specialized experience must include the following: 1. Recommending operating policy for an awards and recognition program involving monetary, time-off, honorary, and informal recognition. 2. Developing and/or revising procedures and guidelines for use by management in delineating their roles and responsibilities in such matters as awards and recognition. 3. Providing agency-level/headquarters guidance regarding ways to recognize and reward employees that are within law and regulation. 4. Developing training on civilian award programs to Human Resources Specialists and Supervisors. 5. Resolving Human Resources problems by applying mastery human resources principles, concepts, regulations, and practices of performance, awards, and recognition specialties. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
