SPECIALIZED EXPERIENCE: To qualify for the position (in addition to meeting the Basic Requirement), your resume must clearly describe specialized experience that demonstrates the following: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service. Specialized experience is defined as: Experience interpreting and applying a wide range of Federal Human Resources laws, rules, and regulations; Experience creating job announcements, with oversight, to include performing job analyses and/or developing assessment tools; Experience advising management on standard recruitment strategies; Experience processing competitive and non-competitive actions in an automated system to include researching and/or analyzing personnel reference materials; Experience using a federal automated human resource system to code and/or track personnel actions such as within-grade increases, career ladder promotions, and resignations; and Experience reviewing personnel actions to ensure they are completed in accordance with all applicable regulations. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service. Specialized experience is defined as: Experience interpreting and applying a wide range of Federal Human Resources laws, rules, and regulations; Experience creating job announcements to include performing job analyses and developing assessment tools; Experience developing multiple recruitment strategies which may include veteran, reinstatement, direct hire, or other non-competitive appointment authorities and advising management on appropriate use of these strategies; Experience processing competitive and non-competitive actions in an automated system to include researching and/or analyzing personnel reference materials and developing recommendations and solutions to non-routine actions; Experience using a federal automated human resource system to review, approve, and track personnel actions to include accessions, corrections, cancellations, and terminations. Experience reviewing personnel actions to ensure they are completed in accordance with all applicable regulations; and Experience using various data sources to create unique reports for management, customers, and Human Resources leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. EDUCATION: All academic degrees and coursework must be from accredited or pre-accredited institutions. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify for the GS-11 position, you must have completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. To qualify for the GS-12 position, you must possess 1 year of specialized experience. This level does not allow substituting education for experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/10/2024.
