You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Examples of specialized experience includes: Experience preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; Experience responding to Request for Information (RFI), personnel processing systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, and other facility and/or security initiatives. Experience Applying hardware and software application such as SharePoint, Microsoft Office, Space Time and Resources (STAR), Graphic Database Interface (GDI), and Knowledge Incident/Problem Service & Asset Management Program (KISAM)); Experience recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience creating strategic plans, preparing employee communications, facilitating employee activities, and collaborating with various stakeholders to support areas of employee engagement, including diversity, inclusion, and equity, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity Experience to communicate with managers and employes who use or receive FMSS services or products. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in any related field of study at an accredited college or university. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related OR You may qualify with an equivalent amount of combined experience and education as described above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
