To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience: For GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Performing day-to-day, mid-term, and long-range planning of operational functions and estimating effects of proposed system or regulatory changes on operations. Ensuring resources are aligned against the highest priority objectives of the organization. Troubleshooting many different and unrelated financial management computer systems. Maintaining cooperative relationships with various levels of stakeholders within and external to the organization. Communicating clearly, concisely, and effectively orally and in writing with a diverse audience, including the ability to explain technical information. Demonstrating mastery of the concepts, principles, practices, laws and regulations of finance and debt management relevant to DMC’s debt management program. Developing and executing internal controls and quality reviews for work processes. Addressing conflict in a positive and constructive manner. Demonstrating strong customer service skills. Dealing effectively with changing conditions, obstacles, pressure, and/or ambiguity. Analyzing reports on debt collections and finance activities, noting problems, and recommending corrective action. Applying financial management concepts and practices to resolve problems and effect improvements. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. This position is located within the Department of Veterans Affairs Debt Management Center (DMC) within the Office of Finance, Office of Management. The position reports to the GS 13 Supervisory Financial Administrative Specialist (Assistant Chief) and is responsible for the technical direction and accomplishment of work through supervised staff for the effective, efficient, and economical direction, control, and operation of the Departments debt management policy and procedures.
