This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the “Professional” work category are at the “Full Performance” work level and are equivalent to those at the GS-13 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes expert knowledge in social science as well as intelligence research methodologies and is effective in applying them to complex work assignments that must sometimes be completed under severe crisis driven time constraints. Must possess a cultural awareness of the geographical area that is deep enough for predictive analysis and be able to apply this knowledge to analysis and research supporting MISO planning and assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the interplay of geographical, political, military, economic, and industrial forces, which also includes analysis of conditions and vulnerabilities of critical elements in multiple regions of the world and ability to lead specialized teams working on MISO-pertinent intelligence and research issues for maximum efficiency and effectiveness. Extensive knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities. Skill in producing succinct finished intelligence reports and other products that are responsive to the specific needs of customers to include formulating and conducting original research; collating, organizing, and analyzing information; resolving conflicts; and presenting clear and concise findings. Skill in handling classified data in accordance with established DOD procedures. Proficient skills in written and oral communications as well as charismatic interpersonal dynamics to enable successful networking and communication with general officers and senior civilians. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing; and to effectively present and, when necessary, defend analytical position. CONDITIONS OF EMPLOYMENT CONTINUED: Must be able to obtain and maintain a Top-Secret clearance eligibility with sensitive compartmented information (SCI) access, based upon a Single Scope Background Investigation. Investigative standards must be in accordance with applicable regulation before access can be granted and duties performed. Safeguards classified and sensitive information. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is designated as Key; the duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, “Screening the Ready Reserve,”) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
