You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Executive Officer. Please provide concrete examples of your experience that demonstrate the complexity of the knowledge you possess and your focus on continual learning. Your application must address each of the Mandatory Technical Qualifications (MTQs) as separate narrative statements not to exceed 2 pages per MTQ. Applications without separate narrative statements will not be considered. MTQ 1. Experience managing administrative functions (e.g., budget and financial management, program evaluation, auditing, human capital management, procurement, information technology management, information management, litigation support, records management, facilities management, and security). Managing includes delivering high-quality services, ensuring the appropriate statutes, regulations, and rules are followed when providing the service, and strategic planning. MTQ 2. Experience hiring, managing, and leading a diverse professional, technical, and administrative staff across multiple functional areas. MTQ 3. Experience providing advice and counsel to senior leadership on complex management issues, which may include organizational issues, technical issues, management priorities, and sensitive personnel matters. MTQ 4. Experience serving as an advocate for programs and resource needs with various senior level groups, both internal and external. Additionally, your demonstrated leadership ability and evidence of each of the Executive Core Qualifications (ECQs) must be addressed as separate narrative statements. The document addressing the ECQs should be no longer than ten (10) pages. Applications without separate narrative statements for the ECQs and MTQs will not be considered. Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs. ECQ 1: LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
