To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To qualify at GS-07: Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. This is the entry-level for this position; experience should reflect the ability to perform the following tasks under direct supervision and guidance. The Specialized Experience for this position is: General knowledge of basic principles and practices applicable to policy and regulations, station directives, legal decisions, and state laws dealing with care and treatment of patient and beneficiaries, admissions, discharges, scheduling, inpatient and outpatient policy, community care resources, procedures and coordination activities, domiciliary care, sharing agreements, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, compensation and Pension activities, medical and dental benefits, procedures, eligibility, and other administrative functions sufficient to: Perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; Communicate factual and procedural information clearly, orally and in writing; and to gather and analyze basic facts and draw conclusions. OR Education: Applicants may substitute Graduate Education to qualify for grade GS-07. Applicants may substitute education for experience by successful completion of (1) full year of graduate level education OR Superior Academic Achievement (S.A.A) that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. It is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor’s degree from an accredited college or university. OR Combination: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-07. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. You will be rated on the following Competencies for this position: Analytical Thinking Attention to Detail Customer Service Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects, such as suitcases, clothing, or medical charts. The incumbent serves as a Medical Management Specialist- Health Administrative Specialist on Duty (HOD) located in the Office of the Chief, Health Administration Service (HAS), or Business Office (BO), or Medical Administration Service (MAS), or similarly named and organized service; the position has both the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
