SUPERVISORY SENIOR COUNSEL

The successful candidate of this position will serve as a first line supervisor for attorneys and support staff. The supervisor will be expected to work in the areas of contract law, civilian personnel law, ethics, environmental law, and intellectual property. In addition, the supervisor will also be called upon to manage the resolution of issues in the full range of OGC practice areas including fiscal law, the Freedom of Information Act, and the review of non-FAR based agreements including, but not limited to, Other Transactions, Commercial Service/Work For Private Party Agreements, Education Partnership Agreements, Memoranda of Agreement, as well as occasional intellectual property law issues involving Cooperative Research and Development Agreements and patent licenses. The successful candidate will be responsible for assigning and reviewing work of staff-level attorneys, mentoring junior attorneys, assisting with hiring needs, working with support staff to ensure that legal products are high quality and delivered in a timely manner, and interfacing with clients, as well as carrying their own case load. This is a new position. The NAWCWD Point Mugu site is located onboard Naval Base Ventura County, on the Central Coast of California, approximately sixty miles west of Los Angeles, California by road. NAWCWD China Lake site is located onboard the Naval Air Weapons Station, in the Mojave Desert, approximately 150 miles north/northeast of Los Angeles, California by road. Both Point Mugu and China Lake are within the Los Angeles-Long Beach Locality Pay Area. Point Mugu is in a high cost of living area. The position will be filled under the Science and Technology Reinvention Laboratory (STRL) personnel demonstration system, which is a pay for performance system using pay bands with salary ranges. The position will be filled in the Business and Program Management Pay Band at the NM-05 (GS-15 equivalent) level, which encompasses the salary range equivalent of GS-14 through GS-15. To be eligible for selection, applicants must have at least five- and one-half years of successful, professional relevant legal experience in one or more of the practice areas identified above. Experience in civilian personnel law or contract law is required. Pay will be commensurate with the successful applicant’s qualifications, funding availability, and STRL pay setting guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
