ASSESSMENT FACTORS 1. Provides legal advice and representation relating to federal procurement law in all stages of contract formation, contract administration, and contract protests and disputes, as well as provides legal advice relating to federal fiscal laws and regulations. 2. Develops new, comprehensive legal strategies to address evolving procurement needs and challenges, particularly with respect to the acquisition of technologies and technological capabilities. 3. Is viewed as a key source in the IC with regards to relevant regulations, guidelines, laws, and directives. 4. Demonstrates an in-depth understanding of the IC and uses this knowledge constructively in establishing goals and priorities and accomplishing work. 5. Uses limited information to solve a variety of complex problems during a crisis situation. HIGHLY DESIRED SKILLS 1. Master of Law (LL.M) in Government Contract Law and 5 years of experience in the field of government contract and fiscal law. 2. Experience training contracting professionals on all aspects of the federal procurement process; advising Program Managers, including serving as an embedded program counsel; and using non-traditional acquisition vehicles, such as grants, cooperative agreements, and other transaction agreements. 3. Experience with the DoD software acquisition process and the DoD Adaptive Acquisition Framework.
