EXPERIENCE AND EDUCATION REQUIREMENTS: GS-13: To qualify at the GS 13 grade level, you must have at least one year of specialized experience at the GS 12 grade level as a lead or supervisor monitoring, reviewing or evaluating regional or national federal detention/transport programs, such a coordinating educational, social service, health care, and rehabilitative activities; assist with the development of policy, standards and procedures for corrections/detention and/or rehabilitation programs; and provide recommendations to senior level officials to improve the effectiveness and efficiency of operations for a corrections/detention programs and/or other contracted or rehabilitation programs and taking effective measures on resolving issues. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position. Physical Demands The work is typically sedentary in an office environment. On occasion, the incumbent may be asked to perform as a law enforcement officer in a correctional environment. The incumbent must be physically able to respond to disturbances and emergencies, which may include the restraint of inmates, for training purposes, or during staff shortages. In these instances, the incumbent may be subject to arduous, adverse, and stressful working conditions to include hostage situations and the possibility of inmate disturbances. Travel to field locations may require walking and climbing in rough terrain and exposure to elements. Work Environment The work often requires intense concentration, under pressing time frames, which may require work to be earned out beyond normal working hours. The incumbent travels extensively when required, at all times maintaining a high standard of conduct, tact, diplomacy and sound judgment. Law Enforcement personnel are subject to short notice Temporary Duty (TDY) deployment to meet nationwide Indian Country law enforcement operational/mission requirements. This position may require frequent travel or long periods away from the normal duty station and may include remote or isolated sites. Based on operational necessity, TDY away from duty station is support of other BIA OJS units requires travel by air. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
