Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE for GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes basic working knowledge of analysis, evaluation, fact-finding, and investigative techniques to gather data identify significant factors and recommend a solution from several possible alternatives. Working Knowledge of the principles, concepts, and theories of Labor Relations, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION for GS-07: The successful completion of 1 full year of graduate level education or have superior academic achievement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-07: Equivalent combination of successfully completed qualifying education and experience that may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a completed 4-year course of study leading to a bachelor’s degree may be used to qualify applicants for the GS-7 level. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes a working with a wide range of Human Resources and Labor law principles, practices legal and regulatory requirements sufficient to perform detailed analyses and draw conclusions on complex issues, problems and situations; and advise managers regarding appropriate techniques in response to a wide range of issues. Knowledge of the principles, concepts, and theories of Labor Relations, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION GS-09: The successful completion of a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION GS-09: Equivalent combinations of successfully completed post 1 full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a working with a wide range of Human Resources and Labor law principles, practices legal and regulatory requirements sufficient to perform detailed analyses and draw conclusions on complex issues, problems and situations; and advise managers regarding appropriate techniques in response to a wide range of issues. OR EDUCATION GS-11: The successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION GS-11: Equivalent combinations of successfully completed post a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with a wide range of in-depth labor relations concepts, principles, practices, and legal and regulatory requirements sufficient to provide a broad expertise in advising senior management and supervisors on a myriad of complex and frequently contentious issues; working knowledge of complex concepts, principles, practices, and case law regarding third party powers and procedures sufficient to research facts, legal precedents, and define legal and factual parameters/issues of cases; assist in the preparation, maintenance, and filing of necessary documents and files; and represent management before third parties in quasi-judicial boards and commissions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a wide range of labor management relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses to draw conclusions on complex issues, problems and situations in order to advise managers on a wide range of issues. 2. Extensive knowledge of Federal Human Resource Management (HMR) functions, theories and techniques and the basic relationship of various HMR disciplines sufficient to advise management and employees regarding rules, regulations, procedures on their obligations and entitlements. 3. Knowledge of legal research methods, information-gather techniques, and analytical capabilities sufficient to locate, interpret and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have reached. 4. Knowledge and skill on conflict resolution techniques sufficient to interact in highly charged, emotional situations which may arise due to delicate or highly contest case matters and determinations. 5. Proficiency in gathering facts and using effective analytical and evaluative methods to accurately assess information to produce legal and sound decisions and advisory services.
