To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Grade Requirement: For CTAP eligibility, an applicant’s selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible’s permanent position of record; (2) has no greater promotion potential than the CTAP eligible’s permanent position of record; (3) is in the same local commuting area as the CTAP eligible’s permanent position of record; (4) is filled during the CTAP eligible’s eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible’s permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service. AND Selective Placement Factor (SPF) Requirement: This position includes a selective placement factor (skill, knowledge, ability, or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet them are ineligible for further consideration. Appplicants must meet the below selective placement factors to qualify forthis position. Designing and testing user interfaces to enhance the users’ experience with the visual, usability, and technological elements of that interface as it relates to the Homeless Registry, patient data records, and community data sets; and Developing workflows and conducting validation of new products and services. AND You qualify based on your experience as described below: Specialized Experience Requirement: Do you possess one year of specialized experience equivalent to at least GS12 on Federal Service that includes the following specialized experience examples? In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience. Support user-centered design of health information technology products with the focus on the user’s experience and interaction. Manages the development and implementation of policies, plans, guidelines and proposals for Clinical Operations. Participate in design reviews, analyze user research, and assess usability testing results to determine optimal solutions to improve user experience. Work effectively with business analysts, software developers, usability experts, and end -users to solve usability issues. Develop workflows, user task analyses, personas, interaction flows, wireframes, low fidelity mock-ups, navigational flows, and high fidelity prototypes. Align business requirements, user-centered design methodology and technology factors to create medium and high fidelity interactive models and prototypes to validate business requirement and conduct usability testing. Participate in ideation, scoping, testing, and validation of new products and services on a variety of platforms. You will be rated on the following Competencies for this position: Customer Service Analysis and Problem Solving Technoloy Awareness Communications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is relatively sedentary. Travel is required for design sessions, usability assessments, national and local meetings, consultations, and training. This Program Analyst position is located in the Veterans Health Administration, Homeless Program Office, Office of the Deputy UnderSecretary for Health Operations and Management (DUSHOM) of the Department of Veterans Affairs. The primary purpose of position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout VHA Homeless Program Office.
