SPECIALIZED EXPERIENCE GS-13 You qualify for the GS-13 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Assessing procurement program effectiveness. Providing subject matter expertise to improve cost and mission performance. Contributing to acquisition reviews based on experience conducting cost analysis, data analysis, and earned value management. Substitution of education in lieu of specialized experience may not be used for this grade level. SPECIALIZED EXPERIENCE GS-14 You qualify for the GS-14 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Lead acquisition planning. Assign responsibilities to team for carrying out objectives related to procurement initiatives. Develop acquisition policies, practices, and other guidelines for major procurements. Improve complex programs. Lead projects/programs that have significant impacts on an organization. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment (“position occupied” block 34 on the SF-50 should show a “1”), tenure group (block 24 should show a 1 or 2), grade, and salary. This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), Strategic Programs Division (SPD), Strategic Solutions Office (SSO). The primary purpose of this position is to serve as a subject matter expert and analyst on business process re-engineering and strategic sourcing to achieve enhanced value for DHS and providing analytical support and project management to sourcing teams.
