Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: one year of specialized experience equivalent to the GS-12 grade level in Federal service that demonstrates 1) Administering and researching labor relations issues for federal civilian managers and supervisors; 2) Providing strategies/plans to meet statutory and contractual labor obligations, conducting good faith negotiations and/or maintaining status quo, as appropriate; 3) Leveraging federal labor relations practices, agency policies and procedures, OPM guidance, Executive Orders and current case law, to meet labor obligations while facilitating mission accomplishment; 4) Minimizing legal liability for the agency and manager when advising on federal labor relations. Time in grade: Applicants must have one year of specialized experience at the next lower grade (GS-12) to be considered for the next higher grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is assigned to the Farm Production and Conservation (FPAC) Business Center (FPACBC), Human Resources Division, Management and Employee Services Directorate, Labor Relations Branch, which which provides program administration and advisory services for the FPAC Mission Area as it relates to labor relations.
