For the GS-09: – One (1) year of specialized experience equivalent to at least GS-07 level that provides the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience could be serving as a trainee realty specialist, realty technician, land law examiner, or legal clerk on lands actions or other public lands use authorizations that provided experience with field exams, National Environmental Policy Act (NEPA) process, requisitions & compliance; OR – a master`s or equivalent graduate degree; OR – two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR -a combination of education and experience described above. For the GS-11: – One (1) year of specialized experience equivalent to at least GS-09 that provides the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is further defined as; processing various types of land cases (i.e. public sales, rights/of/way, land exchanges, acquisitions, agricultural entries, land classification, withdrawals, leases, permits, recreation and public purpose leases/patents, airport leases/patents, State selections, trespasses, etc.), field examinations, and National Environmental Policy Act (NEPA) processes, requirements, and compliance; OR – a Ph.D. or equivalent doctoral degree; OR – completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR – a combination of education and experience described above. Note: Real estate work experience in the private sector is not considered qualified unless the experience demonstrates specific relationship to public land issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
