Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor’s degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the NH-3/GS-13 grade level in the Federal service which includes work that involves: 1)Participating in operational planning with top management and key operating officials to advise on the contracting implications necessary for the full range of contracting and contract administration procedures for a contracting activity. 2) Providing commanders, other senior leaders, and subordinates authoritative interpretations of policy and procedural regulations. 3) Attending meetings to augment the missions of the installation. 4) Establishing the organizational structure for accomplishing the mission. 6) Maintaining surveillance to ensure that small business firms receive appropriate consideration in awarding contracts. 5) Approving or rejecting personnel actions proposed by subordinate supervisors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). You will be evaluated on the basis of your level of competency in the following areas: Contract Management Contracting/Procurement Leadership Strategic Thinking All current Department of the Army employees must upload current SF50 to be considered for this position. This is a High Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is not subject to a salary control point. This position is eligible for the full salary range of the NH-04 Pay band.
