In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Qualifying Experience: To qualify at the GS-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: (1) Managing of policies, practices, and procedures related to economic development and adjustment for communities affected by changes in DoD programs; (2) Applying knowledge of business and community practices when advising leaders on adequacy and acceptability of management and responsiveness of projects; (3) using problem solving and conflict resolution techniques to assess and provide guidance in resolving contentious issues that develop requiring intervention with and between senior officials. To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: (1) Utilizing specialized knowledge to oversee policies, practices, and procedures related to economic development and adjustment for communities affected by changes in DoD programs; (2) Serving as a Subject Matter Expert of business and community practices, providing guidance to leadership on the effectiveness and appropriateness of project management and responsiveness; (3) Achieving objectives through strong interpersonal relationships and collaboration (4) Implementing federal grant regulations and taking necessary actions to mitigate fraud, waste, and abuse. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. This position is in the Office of Local Defense Community Cooperation (OLDCC) in Arlington, VA, or Sacramento, CA. OLDCC is a Department of Defense (DoD) Field Activity reporting to the Under Secretary of Defense (Acquisition and Sustainment). Its mission is to help states, counties, and local entities collaborate with military installations to enhance operations, achieve savings, reduce costs, address land use issues, support military families, and improve readiness and resilience.
