In accordance with the Individual Occupational Requirements for this series, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/, to qualify for this position you must possess one of the following basic requirements (by the closing date of this announcement): (A) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) OR (B) Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. In addition to the above requirement, per OPM’s qualification standards for professional and scientific positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards, to qualify for this position you must also possess one of the following (by the closing date of the announcement) To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree Examples of qualifying Specialized experience for GS-11: Determining the accuracy and reliability of accounts, records, reports and validity of supporting data. Advises Lead Auditor of conflicts that need to be elevated to higher command levels.. For the GS-12; One year of specialized experience equivalent to GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Education cannot be substituted for specialized experience: In addition to meeting the qualifications outlined above, you must also meet the following requirements: Examples of specialized experience for the GS-12: Prepares audit report and detailed working papers in support of the audit in accordance with GAO Standards. Conducting an integrated analysis of complex operations and various accounting systems for compliance with governing rules and regulations Consolidating findings of individual multi-location reports into one comprehensive summary report Confirming compliance with laws, directives, policies and systems Considers, documents, and resolves issues raised by clients on factual matters to ensure balanced and accurate presentation of results in project reports.
