Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: One year specialized experience, equivalent to the (GS-11) level in the Federal service or equivalent responsibility in the private sector/pay systems that equipped you with the particular competencies to successfully perform as a Program Analyst. Examples of such experience include: Experience gathering and compiling available data and information for aspects of a program and reports findings to a higher level employee; Experience using analytical skills that include qualitative analysis to determine and resolve complex issues and improve inefficiencies; Monitoring and reviewing established administrative procedures and program operations and assisting in the preparation of memoranda, reports and charts; using word processing, spreadsheets and database software; Prepare documents to enter, revise, manipulate, sort, calculate, store and retrieve data. Time in grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-11 is required to be eligible for the GS-12. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is located on National Finance Center, Government Employees Services Division, Program Management Staff, Project Control Office, Section 1. The responsibility of this position is supporting project-related activities including establishment of project controls and management of the divisions portfolio of projects. These responsibilities include coordinating efforts to establish, document, communicate and promote project policies, procedures, guidelines, standards and tool usage.
