Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. You MUST meet the following requirements: To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: At least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. IN ADDITION to meeting the basic education requirements (above), FOR THE GS-14 Applicants must have at least 1 full year of professional engineering experience (equivalent to the GS-13 level in the federal service) in developing new criteria or policies for resolving highly complex and unusual problems associated with the analysis, procurement, maintenance, modification, and repair of marine equipment and machinery; determining mechanical engineering requirements/specifications for propulsion machinery or related systems; solving engineering problems involving different types of mechanical, structural and electrical equipment including but not limited to marine propulsion systems, weight handling systems, controllable pitch propeller systems, and multi-generator power distribution systems; provides contract and procurement administrators with the technical information necessary to assure contract compliance; and develops cost estimates and life cycle costing information for engineering projects, etc. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Knowledge, Skills, and Abilities Required: 1. Knowledge of advanced concepts, principles, and practices of mechanical engineering. 2. Ability to apply new mechanical engineering developments and experienced judgment to solve novel or obscure problems. 3. Ability to extend and modify existing mechanical engineering techniques. 4. Ability to develop new approaches for use of other engineering specialists in solving a variety of engineering problems. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
