For the GS-0819 Environmental Engineering Series Only: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Registration as a Professional Engineer by any State, the District of Columbia, Guam or Puerto Rico is required. NOTE: YOU MUST SUBMIT A COPY OF YOUR LICENSE WITH YOUR APPLICATION. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrated knowledge and experience with the Defense Environmental Restoration Program (DERP), of which the Environmental Restoration, Navy (ERN) and Base Realignment and Closure (BRAC) Programs are a part. Especially knowledgeable and experienced with munitions, petroleum and emerging contaminants issues. 2) Ability to translate their knowledge and experience with DERP to supporting the high interest/visible Installation managed release issues or projects. Knowledge and experience to support and develop a path forward for most appropriate/reasonable approaches for investigations and remediation. 3) Demonstrated knowledge and experience of contracting process as a Contracting Officer Representative (COR) on a task order level, as well as basic Contract initiation and management. 4) Able to prepare a statement of work (SOW) and independent government estimate (IGE) for environmental work. 5) Working knowledge of Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA) requirements and ability to identify local regulations that may apply to a project.
