To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024. This Position has an Individual Occupational Requirement that must be met: Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of Education and Experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in 1 above. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Thorough knowledge of EOVAHCS and VISN policies, principles, regulations, organizations, goals, objectives, and procedures. 2) Extensive knowledge of educational theory and principles, methods, practices, and techniques of instructional systems with emphasis on course design and development. 3) Comprehensive knowledge of managing education programs including strategic education planning, education program evaluation, and resource allocation. 4) Knowledge of management and budgeting methods, practices, policies, and procedures. 5) In-depth knowledge of healthcare and Network organizational structures, policies, and program goals to direct learning projects that will lead toward achievement of the network’s mission and vision. 6) Ability to organize and develop techniques to measure overall program efficiency and effectiveness of educational interventions and programs. 7) Proficiency in Microsoft Word, Office and Teams, and PowerPoint to develop presentations. An advanced level of computer skills may be needed to interface with dashboards and reports that are developed by VACO/VISN, and to make these understandable to all employees. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position: Communication Education and Training Team Building Technology Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength is required to perform the work. Travel within the VISN and attendance at national meetings/events may be required. This position is located within the Office of Executive Director, Education and Learning Resources of the of the Eastern Oklahoma VA Health Care System (EOVAHCS). EOVAHCS is a Joint Commission accredited system within the Veterans Health Administration (VHA) and the Veterans Integrated Service Network 19 (VISN 19). EOVAHCS is a Joint Commission accredited Level 1C complexity system that consists of 61-bed hospital located in Muskogee, OK as well as six community-based outpatient clinics.
