GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0343-15 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) Analyzing the effectiveness of a program or operation to serve as an advisory to management; 2) Overseeing projects to ensure organizational goals and timelines are met; 3) Managing the workload of subordinates to ensure timely completion; AND 4) Applying analytical and problem-sloving techniques to identify trends, issues, and develo[ solutions for an organization’s programs. AND Possession of the following competencies: Project Management: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Organizational Awareness: Knows the organization’s mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies. Office of the Director within the Office of Strategic Insight, Arlington, VA. The selectee of this position serves as a Supervisory Management and Program Analyst. You will be responsible for leading the strategic planning and performance management team as they facilitate studies of USMS programs, missions, plans, and capabilities. This may be a Detail or a Temporary Promotion that can be terminated at any time. It may also be made permanent without further competition.
