GS-13: In addition to the basic requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing expert knowledge of marine engineering, naval architecture, automation or electrical systems, maintenance management, main and auxiliary machinery systems and controls, and material readiness with specialized knowledge of commercial ship operations, reduced manning, commercial regulatory body requirements, commercial marine maintenance standards and procedures, advanced engineering concepts, principles and practices applicable to the design, operation, maintenance, and construction of ships and ships’ systems. Experience interpreting, selecting, adapting, and applying principles and practices related to marine engineering and related fields (mechanical engineering, naval architecture, electrical and electronics engineering) to the full range of engineering duties concerned with the operation and maintenance of shipboard main and auxiliary machinery, systems, and controls. Experience applying an expert knowledge of commercial regulatory body (American Bureau of Shipping, United States Coast Guard, etc.) requirements and their standards, policies and procedures as they apply to the design, operation, and maintenance of vessels. Experience applying a practical knowledge of vessel operations and maintenance in both a commercial and military environment enabling the incumbent to make recommendations in the areas of commercial ship operations, manning, logistics, and compliance with regulatory body and command requirements. Specialized experience must demonstrate the following: Experience providing management oversight of marine engineering, naval architecture, automation or electrical systems, maintenance with specialized knowledge of commercial ship operations, reduced manning, commercial regulatory body requirements, commercial marine maintenance standards and procedures, engineering concepts, principles and practices applicable to the design, operation, maintenance, and construction of ships and ships’ systems. Experience applying knowledge of commercial shipyard production procedures including progression, planning, and construction techniques. Experience providing familiarity with Federal acquisition and contract administration regulations and procedures necessary for the oversight of ship design, construction, modification, and conversion programs, including the ability to manage and evaluate contractor work. Experience applying a comprehensive knowledge of recent developments and current initiatives in the field of Marine Engineering related to ship construction and the ability to analyze the applicability of these developments to MSC ships. Experience communicating effectively orally and in writing. Sufficient skill to work effectively and without assistance to respond to and send emails and to create smooth documents associated with assigned work that may be highly technical in nature.
