Selective Placement Factor (SPF): If applying for this position at the GS-13 grade level, you must be currently registered as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the production of construction documents (plans & specifications) utilizing CAD software for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including civil engineering design (site grading, storm water management & erosion control) drawings, plans specifications, and design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of civil engineering contract drawings/specifications as well as requirements for state/local regulatory agencies; 3) Resolving civil engineering construction and design issues encountered during the performance of facilities contracts; 4) Acting as a mentor to junior civil engineering staff ; 5) Applying knowledge of contracting regulations and procedures in the procurement of Architecture Engineering (A-E) and/or construction services; and 6) Preparing estimates for A-E and/or construction contracts, including assessing work of engineering disciplines.
