Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery of engineering theory, principles, practices and techniques related to civil and environmental engineering, specifically as it applies to; a large, complex water resources, water and waste water operations and water reclamation utility; principles, practices and techniques involved in the construction, maintenance and operation of a large, complex potable water distribution and water reclamation and conveyance systems; federal, state and local laws, regulations and court decisions applicable to a water treatment, distribution, conveyance and reclamation operations; Planning Programing and Budgeting principles and practices as it relates to preparing an organizational and operating budget and the management of financial resources.
