In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) BASIC EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience that equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically gained in the IT field or through the performance of work where the primary concern is IT. To be creditable, the specialized experience must have been at the GS-12 (or higher) level or equivalent under other pay systems in the federal service FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert management analysis and data systems skills; ability to independently research, analyze, and evaluate IT and IM program requirements, costs, savings, return on investment, and impact to operations. 2. Mastery of policy and planning, and skill in applying, capital planning regulations and policies, such as the Clinger-Cohen Act, Federal ADP policy promulgated by Congress, The Office of Management and Budget, the National institute of Standards and Technology, General Services Administration regulations as applied to DoD and the AFs business requirements. 3. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 4. Mastery of the application of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness or the improvement of complex management processes and systems. 5. Mastery of, and skill in applying: systems analysis principles and techniques; process engineering concepts; life cycle processes, best business practices, trends in present and emerging IT, and new IT technologies sufficient to: assess new systems design methodologies to improve software quality; accurately present customer requirements; present recommendations for adoption of new methodologies; and lead implementation. 6. Skills and abilities to speak and write effective, highly complex, technical, and possibly sensitive issues and statements prepared for senior military, government, and private sector management officials. 7. Ability to plan, organize, and direct projects/programs/organizational functions and mentor, and motivate team members. 8. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
