To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify you must have one year of specialized experience equivalent to at least the next lower grade, a GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience coordinating education management and program support at a local level in the functional areas of strategic planning, performance metrics, human resources management, information technology, financial management, customer service and quality improvement. Plans, manages, organizes and assigns work to be accomplished by subordinates by setting priorities and establishing schedules for work completion. Supervises the development of contract requirements, both pre-award and post-award activities, including the development of Performance Work Statements, Performance Requirements Summaries, Quality Assurance Surveillance Plans, and calculation of independent government cost estimates. Exercises position management responsibilities, assuring subordinate positions are designed and structured to ensure optimum efficiency, effectiveness and economy. Served as a team member responsible for conducting studies and assessments regarding appropriate options and policy choices to modernize and improve education programs and systems; budgetary, human resources, management and administrative support systems; and practices and procedures within an organization and at a local level. You will be rated on the following Competencies for this position: Technical Competence- Skill in providing professional education leadership, management and program support in a variety of areas to include strategic planning, performance metrics, human resources management, information technology, financial management, customer service and quality improvement. Supervision- Ability to supervise work activities and professional development of subordinates in order to set priorities, assign and evaluate work; including developing subordinates for increased responsibility and succession planning. Program Coordination and Integration- Ability to coordinate, evaluate and integrate the work of others into a final cohesive product which accurately reflects the organization’s position on a wide variety of issues related to program development and management. Communication- Ability to communicate effectively both orally and in writing in variety of situations in order to deal confidently and effectively with diverse officials on a variety of issues. Program Evaluation and Analysis- Knowledge of and ability to use a wider range of qualitative and quantitative methods to evaluate and assess complex education processes, solve problems and improve program efficiency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel up to three times per quarter; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs. The Deputy Director of ILEADs Production and Delivery Service and is aligned under the Director of Production and Delivery, and serves as the “alter ego” for the Production and Delivery Director.
