For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as: 1) Providing guidance and humane care for wild horses and burros to include fertility treatment through either darting or chute application; 2) providing input in the development of regulations, manuals, and/or instructional memoranda for the management of applying fertility treatment products and tools for a Wild Horse and Burro Program (WHB); 3) identifying budget needs to include drafting statements of work, preparing solicitations, and monitoring contractor performance. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as: 1) Providing humane care for wild horses and burros to include fertility treatment; 2) establishing new agreements with Partners to apply wild horses and burros fertility treatments; 3) producing and reviewing final regulations, manuals, and/or instructional memoranda for the management of applying fertility treatment products and tools for a Wild Horse and Burro Program (WHB); 4) negotiating and finalizing memorandums of understanding (MOUs) and agreements with wild horses and burros Partnership Organizations; 5) writing and approving statements of work, solicitations, and monitoring contractor performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
