To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade level position, applicants must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the time-in-grade requirements as described above, applicants may qualify based on their specialized experience as described below. GS-13 Grade Level: Specialized Experience: Applicants must have at least one (1) year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the normal line of progression for the occupation in the organization. Examples of creditable specialized experience include but are not limited to 1.) Develop detailed plans, goals, and objectives for the long-range implementation and administration of projects or programs, 2.) Provide guidance and polices; provides oversight and development of efficient and effective processes and procedures, 3.) Analysis and evaluation of programs and organizational effectiveness ,4.) Performs ongoing analysis, both qualitative and quantitative of all Integrated Informatics and Analytics’ (IIA) programs. 5.) Develops performance and quality standards used to evaluate the performance of subordinates 6.) Collects criteria for evaluating the effectiveness of the project or program; and experience utilizing qualitative and/or quantitative methods for the assessment and improvement of both programmatic and project related activities. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements:The work is primarily sedentary, although some walking, standing, bending and carrying of light office items is required. This position is located in the Veterans Health Administration (VHA) Office of Integrated Veteran Care (IVC),Office of Integrated Informatics and Analytics (IIA) reporting directly to the Director of Clinical Informatics and Population Health. This position develops quality monitoring methods and metrics for oversight activities performed by staff in order to provide leadership with information for making decisions on operations. Leadership may assign duties or projects to the Program Analyst.
