In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade of GS-10 for External Employees & GS-09 for Internal Employees or equivalent in other pay systems which has equipped me with experience necessary to perform the job. Examples of specialized experience includes comprehensive, practical, non-professional knowledge and abilities in civil, electrical, mechanical, structural and construction engineering, architecture, surveying, and geospatial applicable to a wide range of multiple engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to develop new methods, approaches, and procedures for facility, pavement and utility system project design and construction; Knowledge of construction and engineering practices, methods, techniques, limitations, cost, materials, systems, operations, processes and equipment and their application to facilities, pavements and utility systems; Knowledge of technical engineering design, geometric principles, computer design and drafting (CADD), surveying and GPS practices, methods, techniques, limitations, cost, materials, systems, operations, processes and equipment and their application to installation boundaries, topography, hydrography and built and natural features; Knowledge of architectural, mechanical, electrical, civil and structural characteristics of Holloman AFB, NM. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at (GS-10 for Externals) and (GS-09 for Internal) or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of symbols, terminology, and accepted standards (e.g., National CAD, A/E/C Cat Standard, BIM) and used in engineering drawings; and the equipment, facilities, and systems of civil, mechanical, electrical, and architectural engineering disciplines using Autodesk AutoCad CADD software to accomplish unusually difficult design and drafting assignments. 2. Comprehensive knowledge and ability in geospatial concepts, theories, principles (e.g. Geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc.) and standards (e.g. FGDC, SDSFIE, ISO) and their applications to geospatial practices, operations, and analysis using ESRI ArcGIS software to manage a military installation, bombing ranges and airspace. 3. Non-professional knowledge of civil, electrical, mechanical and structural engineering concepts, principles and practices, a familiarity with architecture, and comprehensive knowledge of engineering and construction standards, methods, practices, techniques, terminology, symbols, materials, cost estimating, mathematical and engineering computations, codes, and contracting regulations and procedures that apply to facility, pavement and utility system maintenance, repair, alteration and construction projects. 4. Knowledge and skill in surveying methods, equipment, and techniques in the measurement or determination of distances, elevations, areas, angles, land boundaries, and other features of the earth’s surface. 5. Knowledge and ability to effectively manage construction and technical projects that include goal setting, planning, problem solving, effective communication, motivating, integration, scope setting, scheduling, cost estimating, quality control, procurement methods, risk management, political sensitivity, stakeholder management and leading complex interdisciplinary teams. 6. Ability to communicate effectively both orally (one-on-one and in front of audiences), digitally, and in writing; maintain good working relations; provide thorough and accurate information to co-workers, customers, coordinating organizations and contractors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
