Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing studies, analysis, evaluations from diverse health care environment (e.g., Department of Defense (DoD), Department of Navy (DoN), federal, civilian) including changes and trends in the health care industry; Applying fiscal, (e.g., federal), systems and processes and health care system hierarchy. Facilitating groups or teams, Executive and Managerial level, using performance improvement and program management methods to gain consensus; Isolating and defining unknown conditions, resolving critical problems, and developing new theories concerning operational, budget, and management programs; AND Applying analytic techniques to evaluate decisions and strategic initiatives. Ideal Incumbent: A well-qualified applicant must have a complete understanding of the Naval military command structures, missions, programs, and organizational relationships to include the following competencies: Understanding of Navy and Marine Corps relationships for sustainable health services. Conceptual understanding Joint force capabilities and supporting policy is required to frame strategic objectives. Familiar with Naval warfighting concepts including the Navy Medicine complex organizational structures designed to support the Naval warfighting force. Familiar with unique aspects of military health care in the current tri-service environment and expeditionary medicine structures designed to support the Naval warfighting force. Currency in analytic processes to manipulate multiple complex program assessments. Acquainted with decision making tools to drive priorities and develop measures performance. Consistent use of problem-solving skills to gain consensus of diverse audiences. Understanding of federal and civilian policies as applied to medical care delivery. Knowledge of federal fiscal systems and processes to sustain accountability. Ability to facilitate groups or teams at the managerial level with basic project planning methods. Application of analytic techniques to evaluate decisions and drive strategic initiatives.
