Applicants applying for the GS-11 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: 1. Experience in at least one of the following HR Functional areas listed below: Staffing and Recruitment – Advising management on recruitment strategies to best attract, hire and retain a skilled, diverse and motivated workforce including available flexible hiring authorities, and sources and special programs Position Classification – Reviewing, preparing, and/or coordinating position classification requests (establishment of new positions, reclassification of vacant positions, recertification of position descriptions, desk audits, accretion of duties promotions, etc.) from management officials by applying to assess the accuracy and adequacy of the requests and its supporting documentations Performance Management – Conducts technical reviews to ensure performance plans, progress reviews, and summary ratings comply with policies and procedures Human Resources Development – Promoting internal and external training and identifying career development resources for employees Benefits Management – Serving as the client organizations’ initial point of contact and source of information on benefits Employee Relations – Advising managers about appropriate disciplinary or corrective performance management techniques that are responsive to a range of conduct and performance problems Labor Relations – Briefs management on labor relations laws, rules, and decisions. 2. Experience in relaying information to bureau managers/supervisors and employees as necessary and explaining human resources actions taken. OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university. OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement. Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: 1. Experience in at least one of the following HR Functional areas listed below: Staffing and Recruitment – Conducting and/or advising hiring officials on the development of job analyses on a variety of conventional positions using research, interview, observation, and analytical techniques. Position Classification – Consults with and provides advisory services to management officials and staff concerning conventional classification and organizational structure issues . Performance Management – Advises and provides training to managers on development of performance standards, including the development of critical elements, creating measurable performance standards, and developing narratives that support ratings. Human Resources Development – Assists in the development of individual development plans and serves as the bureau training officer. Benefits Management – Serving as the client organizations’ initial point of contact and source of information on benefits. Provides information necessary to help employees obtain maximum gains from available benefits. Employee Relations – Analyzes facts related to employee conduct or performance issues to determine if there are justifiable grounds to take action and the appropriate next steps Labor Relations – Briefs management on labor relations laws, rules, and decisions. Assists managers, employees, and union representatives in resolving grievances in consultation 2. Experience in relaying information to bureau managers/supervisors and employees as necessary and explaining human resources actions taken. There is no substitute of education for specialized experience for the GS-12 position.
This position is located in the Bureau of Conflict and Stabilization Operations, Office of the Executive Director (CSO/EX) which oversees and ensures the development and implementation of administrative and management policies, plans and procedures to ensure that the Bureau’s resources are allocated, administered, and accounted for in accordance with U.S. law and government regulations.
