You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Advising and briefing management on the status of financial management, budget status, financial-related projects, and financial systems of an agency or its offices. Managing financial management processes, procedures, and administrative financial systems to ensure compliance with internal controls and the integrity of component processes. Preparing, documenting, and presenting annual budgets to support the full scope of an agency or organization’s operations, including receiving requests from component offices or programs, advising leadership on requests and trends, and securing final approvals. Preparing and submitting budgetary and financial management external reports that comply with OMB Circular A-11 and other relevant financial management policies, guidance, and authorities, to include OMB MAXX templates and related materials, GTAS or other monthly or quarterly reporting. Managing the budget execution process for an agency or organization, including performing funds management activities for a non-appropriated organization, developing staffing models and other budget forecast analyses and related models, ensuring appropriate coding was applied across all financial systems, and developing and distributing standardized reports for managers and staff. Coordinating oversight and responses to audits of an agency or organization’s financial management and budget processes, including supporting accounting policies and procedures and providing relevant documentation to auditors. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The employee will serve as a Senior Financial Management Analyst and will support the technical aspects of FHFA planning, programming, and budget process; financial management systems; and financial support programs and practices within FHFA.
