You must meet the following requirements by the closing date of this announcement: QUALIIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE GRADE 12: You must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Your experience must demonstrate the following: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals. Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations. Experience in recognizing significant tax issues and enforcement changes that impact assigned programs in order to recommend changes in implementing regulations. Experience using principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Experience adjusting Individual Master File (IMF) Accounts based on taxpayer requests, which includes verification of all IDRS transactions. Experience with Basic Tax Law, IMF Accounts, Identity Theft, Tax Reform, Affordable Care Act, and IRS procedures. Experience using CIS or CII. Experience evaluating responses to written taxpayer inquiries, and internal requests from scanned images of the taxpayer’s forms and correspondence. Experience on Account Paper Adjustments. Experience on Identity Theft Paper which includes Return Preparer Misconduct – AM, IDT Paper Specialty, IDT Fraudulent Return, IDT IPSU, and IDT Paper – AM. Experience using the Embedded Quality Review System/National Quality Review System, writing non-evaluative/evaluative reviews from taxpayer contacts, and composing EXCEL document reports. Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
