In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience include knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, and system software/hardware; Knowledge of the capabilities and limitations of local and wide areas networks, technical microcomputer/ mainframe integration and communication/distributed processing techniques, system software, utility programs and programming aids to accomplish applications programming supporting network maintenance or to accomplish tasks associated with network/communications software projects; Knowledge of established security techniques and procedures to ensure network security requirements related to physical, personnel, emanations, and information security are accomplished. OR EDUCATION: Applicants have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have at least one year of progressively higher level graduate education but have not obtained a master’s or equivalent graduate degree. Therefore, applicants have a combination of experience and education. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, techniques, standards, processes, and guides of military Human Resources concepts, practices, and procedures to process transactions and records update that are a part of the HR information system sufficient to maintain data quality for the HR database Skills in applying analytical and evaluative techniques to the identification, validation, and resolution of issues or problems of a procedural or factual nature as it pertains to quality control network operating systems, database information, and automated processing systems Knowledge of the principles, concepts, techniques, standards, processes, and guides of Military Personnel Management and ability to relate to personnel systems Knowledge of military organizational structure, protocol, and similar matters Knowledge of the military personnel automated systems and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphics Ability to communication effectively, orally and in writing, and maintain effective work relationships PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
